Border processing levies

People coming and going over NZ’s border must pay a border processing levy on arrival and departure. These levies change on 1 December 2024.


Travellers arriving on or after 1 December 2024 and until 30 June 2027

Travellers arriving on airlines or private craft must pay:

  • A Customs levy of NZ$13.04
  • A biosecurity levy of NZ$16.92.

Travellers departing on airlines or private craft must pay a Customs levy of NZ$3.62.

Travellers arriving on a cruise ship must pay:

  • A Customs levy of NZ$27.14
  • A biosecurity levy of NZ$10.58.

Travellers departing on a cruise ship must pay a Customs levy of NZ$0.68.

Travellers arriving up to the end of 30 November 2024

Travellers arriving on airlines or private craft must pay:

  • A Customs levy of NZ$16.59
  • A biosecurity levy of NZ$16.92.

Travellers departing on airlines or private craft must pay a Customs levy of NZ$4.52.

Travellers arriving on a cruise ship must pay:

  • A Customs levy of NZ$11.48
  • A biosecurity levy of NZ$10.58.

Travellers departing on a cruise ship must pay a Customs levy of NZ$4.55.

These levy rates are exclusive of any applicable GST.

These charges are included in your ticket when you book air travel or a cruise. We’ll send an invoice for travellers arriving on private craft.

Performance Reports

These levies collect the costs of risk assessing and processing arriving and departing travellers. To ensure transparency, Customs and MPI report annually on the operation of the cost recovery regime, including the costs to be recovered by the levies. These reports are listed below.
