The Certificate of NZ Origin is a third party certificate issued by a number of entities including Chambers of Commerce.
Customs does not issue Certificates of New Zealand Origin.

COVID-19 Flexible options
COVID-19 has created some additional challenges for exporters to meet their overseas Customs requirements. Due to uncertainty with supply chains, courier services and people working from home, New Zealand and Australian Customs have been working closely with ASEAN member States (AMS) of the ASEAN Australia New Zealand Free Trade Agreement (AANZFTA) to support supply chains during COVID-19 by accepting e-copies of Certificate of Origin. This approach was to facilitate immediate clearance with e-certificates and avoid outright rejection. Details of these arrangements vary between members and can be found on this page.
Please note that although many AMS have agreed to exercise flexibility, practices by different Customs ports may present challenges. We recommend you or your customers contact the authorities in the port arrival to confirm their procedures. If you, your customers or importing partners prefer the existing process, it can continue to be used where available.
