Goods requiring Certificate of Origin

List of imported goods required to submit Certificate of Origin to the Customs department.

Scanned copies of Certificates of Origin (CO)

Brunei Darussalam: Accepts scanned copies but require the original copy to be sent no later than a month's time.

Indonesia: Accepts coloured scanned copies which need to be submitted electronically to Customs by email or other electronic methods within 30 (thirty) days from the date of import declaration. The hard copy of original version of CO shall be submitted to the Customs:

  • no sooner than 90 (ninety) calendar days from the date of import declaration and no later than 1 (one) year from the date of its issuance; or
  • by the date requested by the Customs Authority.

Lao PDR: Accepts coloured scanned copies of CO form. The original CO must be presented to Customs within 30 (thirty) days after the clearance of goods.  This provision will remain in effect until 30 September 2020.

Malaysia: Accepts scanned copies. The original CO must be submitted within 14 days after the Movement Control Order (MCO) ended, except for CO from exporting country which must be submitted 30 days after MCO ended. This provision will remain in effect until 31 August 2020.

The Philippines: Accepts scanned copies but requires that the original copies are submitted to Philippine Customs within 30 (thirty) days from the date of filing of the import entry.

Singapore: Accepts scanned copies.

Thailand: Accepts scanned copies but the original CO must be presented to Customs within 30 (thirty) days after the clearance of goods. An extension period of 30 (thirty) days may be granted upon request on a case by case basis. This provision will remain in effect until 30 September 2020.

Conditional scanned copies of Certificates of Origin (CO)

Cambodia: Accepts scanned copies where the exporting authority provides access to verify the CO electronically. The original CO must be submitted within 45 days.

Viet Nam: Accepts scanned copies for most goods (note the exclusion list). Also, the exporting party must notify the use of scanned CO and provide access to Viet Nam Customs to verify the CO electronically.

No longer accepting scanned copies of Certificates of Origin (CO) Expired

Myanmar: The period for scanned copies was for a short period of time and has lapsed. We are waiting on confirmation and extension. Until then importers should submit a hard copy.

Here are the conditions should e-copies resume:

Can accept coloured scan copies of commercial documents including Certificates of Origin. These documents can be sent through email, but originals must be presented to Customs within 1 (one) month after the clearance of goods or when inbound flights have resumed.
