Inward Lodgements

Import Entry

WCO3 Message:
Import Declaration

Key points:
Incorporates MPI BACCA data and enables submission of richer data to help with risk management including facilitation of low risk shipments. An MPI-only declaration (called Primary Industries import declaration or IPI) may be required for write-off consignments exempt from Customs entry requirements but for which MPI requires further information.

Cost Recovery Fee:
IETF plus BSEL *No fee for MPI-only declarations at present

Inward Cargo Report (by carrier)

WCO3 Message:
ICR - Carrier

Key points:
Incorporates MPI BACC data and enables submission of richer data to help with risk management including facilitation of low risk shipments.
New requirement for airlines to report all cargo on board at master airwaybill (FWB) and house bill (FHL) level unless Customs approves separate submission of a house bill level ICR by the express courier or consolidator.
ITR and DTR details and write-off requests (see below) can be included if known.

Cost Recovery Fee:
ICTF plus BSEL

New Requirement Mandatory from 1 July 2018

ICR - Consolidator

Key points:
New requirement for an ICR reporting sea freight consolidation/FAK/LCL shipments - must be lodged 48 hours prior to the vessel’s arrival.
ITR and DTR details and write-off requests can be included if known.

*None unless write-offs are requested – then ICTF plus BSEL applies as currently

Key points:
Includes a new requirement for positive indication that low value write-off is requested.
Enables submission of richer data to help with risk management including facilitation of low risk shipments.

Export Entry

WCO3 Message:
Export Declaration

Key points:
Enables submission of richer data to support trade facilitation.

Cost Recovery Fee:
EETF (SEP or non-SEP)

Export Write-off + Consolidation Reporting

WCO3 Message:
CRE (Cargo Report Export)

Key points:
For clearance of exempt-entry consignments and empty shipping containers; plus reporting of sub-consolidations to ensure a consolidation shipment is all Customs-cleared.

Outward Cargo Report

WCO3 Message:

Key Points:
To report bill number and Customs clearance number of all consignments on a craft - minimal change to content.

Transhipment

Transhipment for Export

WCO3 Message:
ITR (using ICR or CRE message)

Key points:
International Transhipment Request (ITR)
Replaces current sea freight ECI transhipment function; will be introduced for airfreight once the process is piloted (date tbc).
Incorporates data for MPI risk assessment
Can be included in the carrier or consolidator ICR, or in a CRE, or sent as a stand-alone ICR or CRE message specifically for the transhipment request.

Cost Recovery Fee:
None for a stand-alone ITR – but if the ITR is included in a carrier or consolidator ICR, or a write-off is requested, the ICTF applies.

New Requirement Domestic Transhipment

(Mandatory date will be confirmed following pilot completion)

WCO3 Message:
DTR

Key points:
New: Domestic Transhipment Request (DTR) Incorporates MPI BACCA data and will replace:
- Customs’ “Paperless Transhipments” and hard copy “Permit to Remove” for movement in NZ ‘under bond’;
- MPI’s eBACCA requirements for movement off-wharf and General Authorisation for airfreight movements.
Will be required for all movement of un-cleared cargo out of the Air Cargo Terminal or wharf – whether moving 500m to a freight forwarder, or to another city.
Can be included in the carrier or consolidator ICR, or in a CRE, or sent as a stand-alone ICR or CRE specifically for the transhipment request.
Will be introduced and mandated once the business process pilot is completed (date tbc).

Key points:
For commercial ships. Incorporates Inward Report information if known, precluding the need for a separate Inward Report.
Initial Pilot completed 2017, secondary pilot set for later in 2018.

For commercial ships – based on and replaces Outward Report form.
Initial Pilot completed 2017, secondary pilot set for later in 2018.
